Better Business Bureau "BBB"

A "BBB" rating for Strata Management Companies is misleading, the "BBB"

Complaint criteria is based on the following:

  • 1. Advertising / Sales Issues.
  • 2. Billing / Collection Issues.
  • 3. Problem with Product / Service.
  • 4. Delivery Issues.
  • 5. Guarantee / Warranty Issues.

None of the above have anything to do with services provided by Strata Property Management Companies.   "BBB" is not mandated to deal with the Strata Property Act nor the Real Estate Services Act. A "BBB" Membership by a Strata Management Company should not be used to base your decision on hiring a "BBB" listed strata management company. Further to this the "BBB" will only take complaints from Strata Councils, not strata property owners.

Whois? The Real Estate Council of British Columbia "RECBC"is governed by a board of licensed realtors and is responsible for protecting the public interest by enforcing the licensing and licensee conduct requirements of the Real Estate Services Act.    The RECBC is responsible for licensing individuals and brokerages engaged in real estate sales, rental and strata property management.


RECBC also enforces entry qualifications, investigates complaints against licensees and imposes disciplinary sanctions under the Act.    Under section 35 of the Real Estate Services Act a strata management licensee is subject to discipline for “professional misconduct” and “conduct unbecoming”.

However, RECBC does not require a licensee to comply with the Strata Property Act.


Furthermore, the RECBC will only accept complaints from "Strata Council's" and may ignore complaints from individual strata owners. Individual Strata Property Owners are considered 3rd party to the Strata Management Contracts and therefore are excluded from making complaints. Yet strata property owners are usually the ones who find errors and wrong doing by the Strata Management Company.
Please Note: Stratawatch suggest's you write RECBC with your complaint, as the complaint will most likely be filed in the management company file.

Whois? - The Strata Property Agents of BC (SPABC) is a strata management industry association developed to represent the interests and issues of its member strata management companies. The SPABC refers to its members as "Agents". However, the Real Estate Services Act does not apply this term to strata management licensees. They are referred to as "Representitives"

SPABC does not accept complaints from Individual Strata Owners. SPABC does not enforce it's Own Code of Ethics on friends and family as in the recent disciplinary decision against Teamwork Property Management. *FYI The founder of SPABC Mr. Kevin Thom was the previous Owner of Teamwork Property Management.

Whois? - The Vancouver Island Strata Owners Association (VISOA) is a non-profit association that has provided education services (including seminars and publications) for strata councils and strata owners on Vancouver Island since 1973 .   Recently it is responding to an increasing demand for its services from strata owners on the BC mainland who have been unable to find those services elsewhere.  The VISOA is operated by a volunteer board elected by the membership

of strata corporations and individual strata owners.    The VISOA is also leading the advocacy for strata legislation that better protects strata owners.    It has held public meetings with strata owners, collected their legislation concerns and presented those concerns to government and the media.    It continues to advocate of a public review of BC strata legislation.
